On May 23, 2018, Lecate Technology Tongling Co., LTD., in accordance with the requirements of "Interim Measures for Environmental Protection Acceptance of Construction Projects Completed", strictly in accordance with relevant national laws and regulations, technical specifications for environmental protection acceptance of construction projects completed, project environmental impact report and approval requirements, conducted acceptance of the first phase of the project, and put forward the following comments:
I. Basic information of project construction
(1) Main construction contents of the project
The double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. is located at No. 2877 Tianmenshan Avenue, Tongling Economic Development Zone, Anhui Province, covering an area of 40.9 mu. The annual output of the first phase of the project is 30m2 double-sided and multi-layer printed circuit boards. The main construction contents are: 1# production workshop, 2# production workshop, tin spray workshop, office and supporting auxiliary facilities.
(2) Project construction and EIA approval
On July 14, 2011, Tongling Economic and Technological Development Zone issued the construction approval of the double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. with the "Invitation [2011]30 document."

The actual total investment of the project is 120 million yuan, including 3.2 million yuan of environmental protection investment, accounting for 2.67% of the actual total investment.
(4) Scope of acceptance
Lecate Technology Tongling Co., Ltd. double-sided and multi-layer printed circuit board construction project (Phase I) annual output of 300,000 m2 double-sided and multi-layer printed circuit board.
Ii. Project changes
In the first phase of the project, a nickel-containing wastewater recovery device and an online copper recovery device for acid etching, alkaline etching waste liquid and micro-etching waste liquid were added, and other construction contents were consistent with the EIA document without major changes.
3. Construction of environmental protection facilities
(1) Waste water
The wastewater of the first phase of double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. is mainly general cleaning wastewater, electroplating wastewater, complexing wastewater, organic wastewater, cyanide-containing wastewater, nickel-containing wastewater, and stripping development wastewater. In addition, the wastewater produced by pure water preparation, workshop flushing water and acid and alkali gas spray wastewater are treated as general cleaning wastewater; The cyanide-containing waste gas spray wastewater is treated as cyanide-containing wastewater, the organic waste liquid is entrusted to a qualified unit for treatment as hazardous waste, the domestic sewage is pretreated by the septic tank in the factory and then transferred to the sewage network of the park, and other production wastewater is collected and transported to the PCB Environmental Protection Center sewage treatment plant for treatment, and the treated wastewater is further treated in the Chengbei sewage treatment plant.
(2) Waste gas
The waste gas of the first phase of double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. is mainly the dust generated in the process of cutting, drilling and forming and cutting of copper clad plate; Sulfuric acid mist produced by pre-treatment (pickling, microetching, preleaching), chemical nickel, OSP and copper plating; Acid etching uses hydrochloric acid mist (HCl) produced by hydrochloric acid etching. The etching liquid used in alkaline etching contains ammonia chloride, which is easy to decompose and produce a small amount of ammonia gas. Chemical copper sinking process because of the use of liquid containing formaldehyde, volatilized formaldehyde waste gas; The main pollutant is non-methane total hydrocarbon in the ink exhaust gas volatilized in the process of coating, text printing and solder proof printing. Cyanide-containing exhaust gas is produced in the gold processing process due to the use of gold potassium cyanide, the nitrogen oxides produced by the use of nitric acid in the tin destinning process and the tin spraying process.
Plate loading, drilling, molding dust with 3 sets of bag dust collector treatment; Through the pipeline to 15m high exhaust cylinder discharge.
HCl, sulfuric acid fog, NOX, and tin containing waste gas are treated by 5 sets of alkali washing tower spray and discharged through 18m high exhaust cylinder.
Ammonia gas is treated with a set of acid spray tower and discharged through 18m high exhaust cylinder.
The non-methane total hydrocarbon and formaldehyde were adsorbed by 3 sets of activated carbon and discharged through 18m high exhaust cylinder.
Cyanide-containing waste gas is treated by sodium hypochlorite spray tower and discharged through 25m high exhaust cylinder.
(3) Noise
The first phase of double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. is mainly generated by drilling machine, cutting machine, forming machine, punching machine, edging machine and air compressor in the production workshop, and noise reduction measures such as vibration reduction and workshop sound insulation are adopted.
(4) Solid waste
The solid waste of the first phase of double-sided and multi-layer printed circuit board construction project of Lecate Technology Tongling Co., Ltd. is mainly general solid waste, hazardous waste and household waste. General waste is collected dust, waste covering film, waste packing box. The hazardous waste liquid mainly includes organic (defilm development) waste liquid (HW16), brown processing waste liquid (HW22), activation waste liquid (HW22), gold processing waste liquid (HW17), nickel processing waste liquid (HW17), silver settling waste liquid (HW17), etc. Solid hazardous waste mainly includes: waste activated carbon (HW49), waste photographic film (HW16).
All the general industrial solid waste generated by this project is sold for comprehensive utilization. Hazardous waste shall be classified and managed, stored, transported and disposed of in accordance with the Technical Policy on Pollution Prevention and Control of Hazardous Waste and the Regulations on the Safety Management of Hazardous Chemicals.
